The agenda of the meeting:
1. Organisation of IPDA India webinar in collaboration with Kazan Federal University,
Russia.
2. To decide the dates and topics of Regional Conferences.
3. Presentation of IPDA India annual report
4. IPDA membership for the year 2021- enrolment of new members and renewal of
old members.
5. Dates and venues for next quarterly meetings.

Any other point with the permission of the chair.

PROCEEDINGS
1. Dr. Manpreet Kaur welcomed all the members to participate in the webinar to be
organised by Partap College of Education in collaboration with Kazan Federal
University, Kazan, Russia on 15-12-2020 on the topic “School Mission”. She
asserted that the aim of the webinar is to send and receive ideas and methods of
teaching at school level.
Dr. Balwant Singh also motivated all the members to attend the webinar and
contribute by taking part in discussion session.

2. Dr Chaman Lal Banga suggested to organise a regional conference on digital
platform. Dates and topics for the same were suggested by IPDA members. Prof.
Balwant Singh proposed to held it before December 25. After a healthy and
interactive discussion, it was decided to organise a webinar focused on the theme-
“Post COVID effects in light of New Education Policy”.
Prof. Balwant Singh suggested that during the pandemic, the psychological conditions
faced by the student as well as the parents should be highlighted. The papers should
be invited from all and will be published in the form of a booklet. The best papers will
be selected for the IPDA India book published by Partap College of Education.
Dr. Ramesh Sandhu, Co-chair IPDA India was advised to organize another regional
conference.
Mr. Jaspal Singh was also requested to organize one school based regional conference
to bring in light the ground reality of education during pandemic, challenges and
problems faced both by the teachers and students during and post COVID situation.
3. Dr. Manpreet Kaur presented IPDA India annual report and shed light on the
organized and executed activities of IPDA India 2020.

4. All the members were reminded about the renewal of annual membership of IPDA for
the calendar year 2021. Manpreet Kaur advised all the members to take initiative to
strengthen the IPDA India through new enrolments. Tentative date to deposit
membership fee was also decided.

5. Dates and venue for the next quarterly meetings was decided. Mr. Bharat Dua
proposed to conduct next IPDA meeting at his school which will be held in mid of
January.
6. Members of Executive Committee were also reviewed.

PROCEEDINGS

  • Balwant Singh motivated the executive committee members to put forward their suggestions regarding the date and topic of the regional seminar in Shimla. Dr. Banga suggested the date 27.11.2018 and venue to be Modern Education College Annadale, Shimla. The theme of the National Seminar is decided as “Interdisciplinary Approach for Professional Development in Teaching” Discussion was also held on the sub themes and three sub-themes were decided for the Seminar. These are:
  • Pedagogical Strategies in Teaching Learning
  • Multimedia and Professionalism in Teaching
  • Blending of contemporary teaching learning
  • Regarding organization of Partap IPDA International Conference 2019, Dr. Manpreet Kaur, proposed the date 22 & 23 Feb.,2019 and theme of the conference is “Co-Constructing Professional Knowledge: Learning Across Disciplines” and  after discussion all the members agreed with the same.

Dr. Balwant Singh suggested the formation of different committees for the proper organization of the Partap IPDA International Conference 2019.The Different committees are:

While discussing the registration process it was suggested to fix the registration fee for International conference as Rs. 2700/- for early bird registration and Rs. 3500 /- for on the spot registration. For prospective teacher registration fee is Rs. 1500/-.

  • Ramesh Sandhu gave the proposal to conduct the next IPDA India regional conference at Haryana in March/April 2019.
  • Balwant Singh decided that the next quarterly meeting of IPDA India will be held  on 22 Feb., 2019 at 5.00 p.m. in Partap College of Education, Ludhiana.

The meeting came to an end with the vote of thanks proposed by Dr. Manpreet Kaur.

Meeting of Partap IPDA Executive Committee Member Meeting was held on 22nd July, 2017 at 11:30 am under the chairmanship of Dr. Balwant Singh.

Proceedings:

  • Balwant Singh, Chair, IPDA India, presented before the members the brochure of the upcoming Partap- IPDA International Conference to be held from 27-29 October, 2017. He asked for suggestions and feedback from the members with a view to finalize the same. Talking about professional development of teachers, he said that we have not been able to change the already existing fundamentals, hence, we need to stress upon the need to include just in- service teachers but also the pre-service/prospective teachers.
  • Balwant Singh also put forward his view that this time the duration of the conference has been increased by a day to include a workshop and poster session as well.
  • He also proposed to select a students’ group for participation in the conference, which was seconded by all other members. He also agreed to make the necessary arrangement for stay of the students.
  • It was decided that there should be at least 100-150 students for participation in the workshop.
  • Balwant Singh requested all the members to prepare a group of students for participation in the conference.
  • Balwant Singh also mentioned the point of increase in participation of foreign delegates in the conference this time. He informed the committee members that around 10-12 countries are expected to participate this time including France, Germany, Russia and Dubai.
  • Talking about the registration process of the conference, he said that more than 50 members had already registered for the same.
  • Kingra put forward a need to discuss the membership criterion. Dr. Balwant Singh here rightly put across the information to all the members that in other countries even the primary school teachers, college teachers, B.Ed. college teachers and people from other professions too- NGOs, Nurses, Businessmen etc.- participate in such conferences.
  • The members were informed that Dr. Coleen Jackson had already consented to participate in the conference as the resource person. Among other tentative names were Dr. Margery and other eminent scholars from University of Salamanca, Bulgaria and Russia.
  • It was decided in the meeting that at least one member from the executive committee would be present in the workshop and also in chairing a session. All members agreed to make it mandatory that one executive member should be present.
  • Balwant Singh called for suggestions regarding the issue –whether a Chief Guest needs to be called for the inauguration of the conference or not. He proposed the name of Dr. S.S Johl, who would be very punctual. Given Dr. Johl’s record all members unanimously agreed upon his name.
  • As proposed by Dr. Balwant Singh and it was agreed by all members that all the executive members would be a part of the organising committee of the Partap – IPDA  International  Conference; while in Partap College of Education  the organising committee would consist  of: Dr. Manpreet Kaur, who will head the committee; Ms. Sona Thakur, Ms. Amritbir Kaur, Ms. Kiran Bittiza,, Ms. Shaveta Sharma and Mr. Roop Lal. The Executive Committee for the conference would include: Dr. Ramesh Sandhu. Dr. Rakesh Sandhu, Prof. Rampal Singh, Dr. Tripta Sharma, Dr. Susheela Narang, Dr. R.S Kingra, Dr. Mohua Khosla.
  • While discussing the hospitality arrangements, Dr. Balwant Singh proposed that Hotel Nirvana, which is situated very close by the college and the CIPHET guest house can be used for accommodating the stay of the guests; and the hostel in the college for making the requisite arrangements for the students. All members unanimously agreed upon this.
  • While discussing the schedule of the conference, Dr. Chaman Lal Banga took the responsibility for the cultural Programme for the cultural evening during the conference.
  • While discussing the registration process, Dr. Manpreet Kaur suggested to fix the amount at Rs. 3000 for those who opt for on the spot registration, while it would be Rs. 2500 for Non- IPDA members were in agreement over this. Dr. Mohua Khosla proposed that the registration fee for the research scholar be fixed at Rs. 1250 (including food and stay arrangements).
  • Balwant Singh suggested that there should be no exemption from registration fee for principals. They would be given a receipt and the same fee may be sponsored by their respective colleges.
  • Manpreet Kaur proposed that abstracts may be published in form of Book. All the members agreed that a book of abstracts would be published before the conference. The papers would be given to the presenters in the form of a soft copy in a pen drive.
  • Rampal Singh and Dr. Ramesh Sandhu Shared their experiences about IPDA International Conferences.
  • Balwant Singh discussed the sub-themes of the conference and also invited suggestions of the members.
  • Discussing the organisation of regional workshops and seminars, Dr. Balwant Singh mentioned that one had already been conducted in Chail, H.P. Dr. Ranbir Singh Kingra, Dr. Tripta Sharma and Dr. Ramesh Sandhu were keen to conduct one in their respective colleges. It was agreed that Dr. Kingra would be hosting the next seminar/workshop on 1 October, 2017 in his college. Dr. Tripta proposed the next quarterly meeting of IPDA India to be held in her college. The proposals were approved by the house.
  • Ramesh Sandhu presented the vote of thanks. He expressed his gratitude towards Dr. Balwant Singh for his motivating words.

  • Ms. Sona Thakur read out the minutes of the previous meeting held on 29 December, 2016.
  • As the term of the office bearers was upto December 2016, so the election of the office bearers was held.
  • Dr. Balwant Singh, Chair, IPDA India conveyed his thanks to all the members of IPDA India for their contribution to strengthen the academic excellence of the members and also the strengthening of relationship of IPDA India with IPDA UK. Dr. Balwant Singh invited the proposal for the elections of office bearers but Dr. R.S. Kingra proposed that Dr. Balwant Singh should continue as Chair IPDA India and he was unanimously elected for the next term from 2017-19. Dr. Kingra further proposed that as the previous team is doing excellent work, so looking into the interest of the association the same team should be elected in their respective positions for the next term. The House unanimously approved the proposal.

Prof. Ken Jones recommended that topic would be decided later with more indepth thought to it. A committee was formed to decide about the date and venue of the conference.   • In his Presidential remarks, Prof. Ken Jones congratulated Dr. Balwant Singh and his team for doing excellent work and taking IPDA India to even greater heights. He congratulated all the members of IPDA India and appreciated with remarks that this is one of the strongest associations of IPDA UK. Prof. Jones shared his experiences that he was privileged to be here. The proposed contributions are challenging and at the same time he was hopeful that the members would all work together to ensure their success.

Honorable Secretary of IPDA India, Dr. Manpreet Kaur extended welcome to all present and shared with the members a news of great pride that Dr. Balwant Singh, IPDA India Chair and Principal Partap College of Education, Ludhiana has been bestowed upon the title of Fellow of IPDA, UK at IPDA International conference held in Stirling University, Stirling Scotland.

Dr. Balwant Singh, Chair, IPDA India was felicitated on this occasion by the members of IPDA, India. Dr. S.S. Johl, Chancellor, Central University, Bathinda, was the Chief Guest of the day. Dr. Manpreet Kaur read the citation of the award as a mark of respect.

While highlighting the achievements of Dr. Balwant Singh, Manpreet threw light on his biographic details about his academic and administrative achievements. “The State officials and his peers have high regard for him because of his dedicated work in professional development much of which has been against the odds. He is a lone figure in championing this area. The IPDA fellowship is acknowledging the distinguished achievements of Dr. Balwant Singh with IPDA India”, she added.

The members of IPDA India — Dr. Ramesh Sandhu, Associate Professor, C.R. College of Education, Hisar; Mr. Rampal Singh, Associate Professor, Guru Nanak Khalsa College, Karnal; Dr. Mohua Khosla, Assistant Professor, Malwa Central College of Education, Ludhiana; Dr. Manpreet Kaur, Vice-Principal, Partap College of Education, Ludhiana – shared their experiences of attending the International Conference at Scotland and the Partap IPDA conference organized at Partap College of Education this year.

A showcase of video interview of Dr. Balwant Singh, recorded at Scotland along with the glimpses of the international conferences was presented to the elite members.

While expressing his heartfelt opinions, Dr. Balwant Singh talked at length about his journey of life and how it had a very humbling experience for him in having the title of Fellow being bestowed upon him by an organization of international repute with all members of high calibre and intellectual precision. An important message he wanted to put across with a view to keep on track the professional development of teachers, for which he has been striving hard continuously, he said, “Synthesis is the right ‘mantra’ to stay relevant. We must realize immediately what has outlived its utility and it must be replaced with the new system deliberately. We have to ensure that the new we are going to assimilate must not cause nightmares to our growth track. It must not kill our ethos.”

He also congratulated the IPDA members for successful organization of IPDA International conference and put forth the agenda of the present meeting, future planning and working of the association before the members. The members discussed about the activities of the upcoming year and formulated an action plan for the year 2017 including induction of new members, renewal of membership, Partap IPDA International Conference 2017 (venue, themes/sub-themes, dates, organizing committee and participation fee etc). Some members offered to organize quarterly meetings in their respective zones. Various meetings, conferences are planned as follows:

Matter Discussed

Honorable Secretary of IPDA India, Mrs. Manpreet Kaur welcomed everyone to the meeting and shared with the members that due to its international linkage with IPDA, U.K. PCEL has embarked a new journey of excellence by getting ‘A’ grade in the NAAC ( National Assessment and Accreditation Council)

After this, Dr. Balwant Singh, chairman IPDA India put forth the agenda of the present meeting, future planning and working of the association before the members. He informed everybody that he and Mrs. Manpreet Kaur would represent IPDA India in IPDA International Conference to be held on 27th and 28th Nov.2015 on the theme ‘Professional learning for performance’. He further added that he and Mrs. Manpreet Kaur would also act as keynote speakers for the subtheme- ‘Professional Learning of teachers in India and other developing countries’.

Ms. Sona Thakur presented the annual account summary. With regard to IPDA account settlement, it was ascertained that all subscription received in this respect are periodically deposited in the account of  IPDA U.K.

After this, Dr. Ramesh Sandhu, Vice Chairman, IPDA India, addressed the members. He expressed his keen interest in getting interlinkage of C.R. College of Education, Hisar, Haryana with IPDA India. He also assured that CR College of Education after becoming a constituent member of IPDA India would follow the values, principles and constitution of IPDA U.K. in true sense.  Dr. Rakesh Sandhu, Principal DAV College of Education for Women, Karnal, Haryana also requested for the same. The chairman of IPDA India Dr. Balwant Singh gave his consent for this and it was unanimously decided that IPDA India would create its sub units nationwide under IPDA India national chapter.

The honourable secretary of IPDA India, Mrs. Manpreet Kaur enquired from various members present there about the timely supply of journal PDIE.  Mrs. Manjeet Kaur,  Asstt. Prof. GHG College of Education, Raikot Ludhiana and Mrs. Poonam, Research Scholar, Partap College of Education, Ludhiana informed that they are not getting the journal regularly.  Upon this Dr. Balwant Singh, assured them of its regular supply in future.

Mrs. Manpreet Kaur reminded all the members about the renewal of annual membership of IPDA for the calendar year 2016. The meeting came to an end with the vote of thanks proposed by Ms. Sona Thakur.

MATTER ARISING

  • Secretary IPDA India Mrs. Manpreet Kaur welcomed everyone to the meeting and shared an opening statement that was hoped would set the scene for discussion, future planning and working of the association. Special Invitee of  the meeting were Mr. Bharat Dua, Principal Evershine Public school and Mr. Santosh Kumar Pal, Principal S.R.S.D vidya mandir, Ludhiana.
  • Confirmation  of  minutes  of  last meeting were read by Hon. Secretary Mrs. Manpreet  Kaur and were confirmed by present members.
  • Balwant Singh, Principal Partap College of Education shared his experience of IPDA International Conference 2014, held at Birmingham with the members . He told the members about the representations of IPDA India in IPDA International conference. He proudly shared that the International committee was also delighted to recognize and endorse the participation of  Ipda India in IPDA conference 2014.   He informed all the members regarding the video and photographs of the event uploaded on ipda.org. uk. website. He motivated all the members to participate in such International Conferences for getting international exposure as these conferences provide platform for professional learning.
  • All the members were intimated about dates and venue of 2-days Leadership Training Workshop for the College / School Heads by State Training Instiutions Glasgow, U.K. by the chair Ipda India chapter, Dr. Balwant Singh. He also highlighted the goals of upcoming workshop and a detailed discussion was held with the members. He motivated all the members to actively participate in the 2-day Leadership Training Workshop for getting international exposure.
  • Various office bearers of IPDA India chapter have been elected unanimously keeping in mind their professional qualifications, administration and teaching experience and expertise. The following are the office bearers of IPDA India chapter :
  • The Hon.Secretary of Ipda  India chapter, Mrs. Manpreet Kaur ensured  the timely supply of journal PDIE to its members. She also reminded the all members about the renewal of membership for the year 2015.

Matter Arising

  • Name of the Chapter: In a wide ranging discussion all members agreed that the name of this chapter of IPDA should be IPDA India Chapter.
  • It was decided that the Headquarter of IPDA India Chapter is Partap College of Education, Ludhiana.
  • All members confirmed that they have received the registration letter from Coleen, Hon. Treasurer & Membership Secretary and copies of journal PDIE.
  • Balwant Singh, Principal of Partap College of Education acquainted all members with the constitution, objectives and targets of ipda, (U.K.). It was resolved by all the members of IPDA India Chapter to honour, follow and abide the IPDA constitution in true spirit. He illustrated the need for Professional development for teachers in today’s fast changing world. He told that teachers should know that through working and learning together and achieving the right blend and balance of professional learning activities they can develop themselves as competent and committed workforce of enquiring professionals.  He also motivated all members for professional learning.

  • An action plan committee was constituted to prepare the action plan for the year 2014-15. Mandeep Bhullar, Mrs. Manjeet Kaur, Mrs. Anjali Arora, Dr. Mrs. Rakesh Sandhu, Dr. Mrs. Sangeeta Sood, Dr. Rajni Bala and Mr. Vijay are members of this action plan committee.  Draft outline of action plan will be submitted up to 16-8-2014.
  • The newly elected secretary of IPDA, India Chapter, Mrs. Manpreet Kaur, intimated all its members with the theme, date and venue of upcoming International Conference being organized by IPDA, (U.K.) at Birmingham. She requested everybody to participate in the annual International Conference of IPDA 2014 on the theme ‘Rethinking models of professional learning’.
  • It was agreed that there will be two general body meetings of IPDA India chapter in a year and if there is need, chair can call up to four GBMs.
