Celebrating the silver jubilee this year, Partap College of Education, Ludhiana being the head quarter of International Professional Development Association (IPDA), hosted IPDA India and IPDA England collaborative international event on “Developing Professional Learning via Mentoring for Teacher Training: An International Perspective”. The webinar aimed to explore the significance of mentoring in learning, the challenges of mentoring and sharing international best practices to overcome those.
The event was graced by the virtual presence of Lizana Oberholzer, Chair, IPDA England, Dr. Balwant Singh, Chair, IPDA India, Pauline Smith IPDA England, Dr. Manpreet Kaur, Secretary, IPDA India. Eminent speakers from IPDA England Derek Boyle, Stuart Mitchell and Sue Giacoletto and from IPDA India MS. Anju Dhawan, Principal, Manav Rachna International School, MS. Parvinder Kaur, Principal, Partap Public School, MS. Roshni Handa, mentor Sat Paul Mittal School, Ludhiana illuminated the sessions with their research and experience on mentoring. Principals and mentors from other schools and all the teacher educators of the college also attended the webinar enthusiastically.

The welcome note was presented by Lizana Oberholzer followed by the introduction to the mentoring theme of this collaborative event by Pauline Smith and Dr. Manpreet Kaur. Dr. Kaur focused on the diversified social, financial,
linguistic back ground of both the mentor and the mentee in Indian context which as a whole affect the mentoring procedure and the outcome. She described the dual mentoring model which is prevailing in Indian teacher education system while Pauline Smith highlighted on managing stress level and increasing the retention ability of the mentee and creating a perfect mental relationship between the mentor and the mentee through continuous mentoring. She emphasised on empowering schools for mentoring new teachers.

Then the speakers from India presented their valuable and insightful speech on ‘Enhancing teacher development through structured mentorship programmes’ and ‘The mentoring approach at Sat Paul Mittal School’. Speakers from England presented their profound and informative speech on ‘Mentoring, Professional Learning and Teacher Training in England’ and ‘Reviewing mentor development courses in UK. Later on, discussion by the whole group took place to find out the solutions for overcoming the challenges of mentoring. The presidential remarks
were elaborated by Dr. Balwant singh where he focused on the challenges of mentoring discussed in this event, proposed some solutions and summed up with the key points.

Partap College of Education, Ludhiana, in collaboration with the International Professional Development Association (IPDA) India, under the patronage of IPDA UK and Immanuel Kant Baltic Federal University, Kaliningrad, Russia, successfully organized the Partap IPDA International Conference 2025 on March 1-2, 2025. The two-day conference brought together distinguished International and national academicians, researchers, and educationists to engage in meaningful discourse on “Bridging Theory and Practice to Transform Professional Learning.”

The conference was inaugurated with a warm welcome by Dr. Manpreet Kaur, Principal of Partap College of Education and Secretary, IPDA India. She emphasizing on the significance of the conference in fostering academic collaboration and marking the Silver Jubilee of the institution. She also announced the extension of a five-year Memorandum of Understanding (MoU) with Kazan Federal University, Immanuel Kant Baltic Federal University, and Moscow City University, reinforcing the institution’s commitment to global partnerships. Prof. Balwant Singh, Director, Partap College of Education & Chair, IPDA India, highlighted the conference’s objective of integrating theoretical foundations with practical applications to enhance professional learning. As an academic and community service feature of the institution an interactive relationship with Lions International has been established and this international event was also got full support from PMJF Lion Amritpal Singh Jandu, First Vice Distt. Governor and other members of Lions International Distt. 321- F, Lions club Ludhiana.

The keynote addresses included Prof. Aydar M. Kalimullin (Kazan Federal University, Russia) on Institutional Reform of Teacher Education in Russia, Prof. Anna O. Budarina (Immanuel Kant Baltic Federal University, Russia) on Stereology of Modern Teaching & Learning: Indigenization vs. Internationalization Challenges, and Dr. Kseniia A. Degtiarenko (IKBFU, Russia) on Best Practices in Teacher Development. The seventh edition of the book “Professionalism in Education” was released during the plenary session of the conference.

The event featured four parallel technical sessions, including an exclusive online session for Russian delegates, where scholars presented research findings and engaged in insightful discussions. The conference was graced by the presence of Dr. Monu Singh Gurjar, Assistant Professor, Elementary Education, NCERT Delhi, and Dr. Jagdish Mishra, Retired Principal, M.D.P.G. College, Partapgarh (U.P.), who contributed valuable insights and engaged in meaningful discussions on teacher education and professional learning. The poster exhibition on the second day showcased innovative research contributions, with top entries recognized by an expert panel. Prof. Anna O. Budarina presented the Reflection and Resolution, summarizing the key discussions and outcomes. A feedback session provided valuable insights from national and international delegates. The programme concluded with a prestigious Award and Honour Ceremony, marking a significant moment of celebration for all participants.

The conference was largely attended by eminent scholars, teacher educators, teachers, principals and school heads from various states of India and abroad.

Dr. Manpreet Kaur, secretary IPDA India, extended a warm welcome to all attendees, expressing her pleasure and honor at seeing such a distinguished gathering of educators, researchers, policymakers, and practitioners from around the world. She introduced the theme of the conference, highlighting its relevance in the context of the rapidly evolving landscape of education in the 21st century. Dr. Balwant Singh, Director of the institution, esteemed organizer and key figure behind the conference, provided an insightful overview of the event, highlighting its significance and key objectives. Drawing attention to the conference theme and topics, Dr. Singh highlighted the relevance and timeliness of the chosen theme in the context of rapid societal and technological changes. He emphasized the importance of exploring innovative approaches and solutions to navigate these changes effectively and promote excellence in education. With his expertise and leadership, Dr. Singh played a pivotal role in shaping the conference into a successful platform for knowledge exchange and collaboration.

Inaugural session of the conference was held on 02 February and Prof. A. A. Fedorov, Rector IKFBU, Kaliningrad was invited to deliver his welcome speech and present a keynote address on the main theme online and he focused on strengthening the academic collaboration of the professional development of the teachers. He appreciated the efforts of IPDA India to organize high profile International Conference for developing a strong network of teaching community. He extended all the possible support for the cause of education, research innovations and development of faculty at all levels. Dr. G.S Kalra, District Governor, Lions International (321 F) and also patron of PCE campus Lions club presided over this session along with his team of executive council . Dr. Kalra proposed to get matching grant from Lions International for the high tech infrastructure for the Institution.

Prof. Anna O. Budarina, Head, Institute of Education and the Humanities, IKFBU, Kaliningrad, presented her awakening keynote speech on the topic- Second Language Identity: The Present and Future of Multi-Agent Interaction in Cross-Cultural and Socio-Cultural Contexts of Teacher Education. Prof. Budarina’s keynote shed light on the intricate dynamics of second language identity, emphasizing the role of multi-agent interaction in cross-cultural and socio-cultural settings. Her insightful discourse provided valuable perspectives on navigating linguistic and cultural diversity in educational environments. In next keynote, Prof. Tatiana Baklashova, Deputy Director, Institute of Pedagogy and Psychology, Kazan Federal University, Kazan offered a historical perspective on pre-vocational teacher training, highlighting international experiences of professionalization. By tracing the evolution of teacher training practices, she underscored the significance of historical insights in shaping contemporary approaches to professional learning. Prof. Anastasia Belolutskaya, Head, Laboratory of Professional Competence Assessment and Adult Development, and Prof. Daria Milayaeva, Head, International Relations, from Moscow City University, Moscow, Russia presented a keynote on  comparative study focusing on professional learning of teachers in diverse educational contexts across different regions. Their research delved into the nuances of educational practices and policies for professional learning of teachers, offering valuable insights for navigating educational change in varied socio-cultural settings.

The conference also featured a vibrant poster exhibition showcasing innovative research and practical initiatives in professional learning and educational development by novice teachers and research scholars.

The conference included comprehensive technical sessions encompassing a wide range of topics pertinent to professional learning and educational development. Both offline and online sessions were meticulously curated to provide a diverse array of perspectives and expertise. At the offline venue, participants engaged in face-to-face interactions, discussions and dynamic presentations. These sessions fostered networking opportunities, enabling participants to exchange ideas, collaborate on projects, and deepen their understanding of emerging trends in professional learning.

Concurrently, virtual session was also conducted via an online platform, facilitating global participation and remote access. Prof. Tatiana Pimenova, from Kazan Federal University presided over this virtual session. Through live-streamed presentations, interactive webinars, and virtual networking forums, participants connected from various locations worldwide, enriching the discourse with diverse perspectives and insights.

Second day of the conference started with the Keynote of Prof. Ajay Attri, Head, Department of Education, Himanchal Pradesh University, Shimla delivered a keynote speech addressing the academic circle on the theme of enhancing learning experiences through technological and pedagogical integration. Drawing upon his extensive expertise in education and his involvement in prestigious professional bodies, Prof. Attri provided valuable insights into the challenges and concerns associated with this transformative approach. Natalia Ageeva, a distinguished research fellow at Moscow City University, Moscow, Russia, presented her research focusing on teacher professional development, with a comparative analysis of top-performing practices in Japan, China, and Singapore. Leveraging her expertise in education and research, Ms. Ageeva delved into the unique approaches and strategies employed by these countries to enhance the professional growth and effectiveness of their educators.

Dynamic panel discussions convened experts, practitioners, and stakeholders to explore pressing issues, share best practices, and envision future directions in professional learning. Prof. Balwant Singh, Prof. Anna O Budarina, Prof. Daria Milyaeva and Prof. Ajay Kumar Attri were the panelists. They offered diverse perspectives, debated key topics, and engaged in constructive dialogue, generating actionable insights and recommendations for navigating change effectively.

The conference concluded with the formulation of resolutions aimed at fostering collaborative efforts and initiatives for advancing professional learning amidst rapid change. Prof. Balwant Singh while presenting resolutions of the conference said that it is high time to navigate the quality of pre-service teacher training so that only competent persons step into teaching profession and continuous professional learning for in-service teachers should be integral part of the profession. Prof. Anna gave reflections on the conference and acknowledged the importance of global events in fostering professional growth and cultivating a global perspective.

Several delegates expressed appreciation for the quality and depth of the presentations delivered by keynote speakers, researchers, and practitioners. They highlighted the relevance of the topics addressed and commended the organizers for assembling such a diverse and informative program in feedback session which provided an opportunity for delegates to share their reflections, insights, and suggestions following the presentations and discussions at the conference. Mrs. Kusumlata Narula, National Awardee, a retired government school principal, and Prof. Sushma Malhotra from New York, USA, brought diverse perspectives and experiences to the dialogue, enriching the discourse with their vision.

The cultural programme featuring classical Indian music and folk dances provided a vibrant showcase of India’s rich cultural heritage and artistic traditions. Attendees were treated to a captivating journey through diverse musical and dance forms, celebrating the timeless beauty and cultural diversity of India. Eminent high-profile scholars and Chief Guest were honoured with stamped mementos and souvenirs with all humbleness and regards by Prof Balwant Singh, director and Dr Manpreet Kaur, Principal, PCE, Ludhiana. At the end vote of thanks was proposed by Dr. Ramesh Sandhu, Vice- chair, IPDA India. Conference drew to a close with National Anthem.

The primary objective of the visit was to foster international collaboration in the field of education and academic research. During their stay, they successfully signed two Memoranda of Understanding (MoU), solidifying partnerships with Moscow City University and Kazan Federal University, Russia.

Moscow City University MoU:

The delegation from Partap College of Education had the honor of engaging in fruitful discussions with representatives from Moscow City University. After thorough deliberations on potential areas of collaboration, both institutions recognized the mutual benefits of cooperation. The MoU signed with Moscow City University encompasses areas such as:

Exchange programs for faculty members and students.

Collaborative research initiatives and joint projects.

Sharing of academic resources and materials.

Organizing joint conferences, workshops, and seminars.

Joint research publications

The agreement with Moscow City University is a testament to the commitment of both institutions towards promoting cross-cultural understanding and enriching the academic experiences of their respective communities.

Kazan Federal University MoU:

Partap College of Education and Kazan Federal University had previously established a partnership with the signing of a MoU. This collaboration aimed at fostering academic and cultural exchanges, facilitating joint research initiatives, and promoting mutual understanding between the institutions. The renewal of this MoU for another five years highlights the commitment of both institutions to sustaining and expanding their collaborative efforts. The visit also included a productive meeting with vice rector of Kazan Federal University. Recognizing the importance of global academic partnerships, both institutions were keen on establishing a framework for collaboration. The updated agreement reflects the shared commitment to academic excellence, research collaboration, and the promotion of cultural understanding including:

Student and faculty exchange programs to facilitate cross-cultural learning.

Joint research initiatives in areas of mutual interest.

Shared access to academic resources and facilities.

Collaboration in organizing international conferences and seminars.

The collaboration with Kazan Federal University signifies a commitment to fostering academic excellence and promoting cultural and academic exchange between Partap College of Education and one of Russia’s esteemed universities. This MoU was started in 2019 and since then various activities among faculty and students of both institutions enhance the international profile of both institutions and contribute to the broader goals of fostering global citizenship and academic innovation.

Prof. Balwant Singh and Dr. Manpreet Kaur also participated in International Summit within the framework of the Kazan International Linguistic Summit (KILLS-2023) from 13-15 December 2023 held at Institute of philology and intercultural communications, organised by Kazan Federal University.  Prof. Balwant Singh in his welcome speech acknowledged the significance of international events in strengthening the professional relationship between both the countries and Memorandum of Understanding (MoU) that is signed between Partap College and Kazan Federal University, Russia. Dr. Manpreet Kaur as an editor of some reputed international educational journals presented her report on “How to Publish in academic journals” She presented and discussed some tips to publish in International journals for young researchers.

The successful signing of MoUs with Moscow City University and Kazan Federal University marks a significant milestone for Partap College of Education in its pursuit of global academic excellence. These partnerships will not only provide valuable opportunities for students and faculty but also contribute to the exchange of knowledge and expertise between the institutions.

Partap College of Education, Ludhiana is a renowned name in providing quality education and training teachers. Head and faculty of the college always make progressive efforts for participating in international events to explore about the best practices and teaching technologies, compare the unique experiences of different countries, and identify international trends in teacher education.

Prof. Balwant Singh, Director, Dr. Manpreet Kaur, Principal and Ms Balwinder Kaur, Asst. Prof, Partap College of Education, Ludhiana participated in 23rd International Pedagogical Congress on “Sustainable Development of Education: Mission. Transformation. Resources”held on 18-22 April 2023 organised by Immanuel Kant Baltic Federal University, Kaliningrad, Russia. Teachers, scholars, researchers and experts from various countries participated in this congress.

Prof. Balwant Singh presented keynote address on “Development of Leadership for the Sustainable Development of Education”. He focused on the need of sustainable development and highlighted the need of education as a strong instrument for sustainable development and further defined the role of effective leadership in education for its success. He emphasised that a strong educational leader should have world view, cross border network, working across the boundaries, developing a professional community for putting the thought into action with high proficiency of commitment, communication, credibility, creativity, competence and collaboration. He further identified the need of training educational leaders from the efficient and competent teaching community.

Dr Manpreet Kaur presented research report titled “Women in Educational Leadership: Mental Health and Wellbeing”. She stated that women in education, be it as educator or leader, are no different to the general public, they experience stress amidst increased work as well as social pressure and face mental health and wellbeing issues. In her presentation she also asserted that despite ample development in every sphere of life, women in India still face blatant discrimination at their workplaces.  Ms Balwinder Kaur in her research report on “Professional Wellbeing of Teachers for Sustainable Career” expressed that professional well-being affects the efficiency of professional activities and the quality of life in general. Serious efforts are needed to eradicate the negativities from the teachers’ educational space to promote their PW.

During this visit Prof. Balwant Singh, Dr Manpreet Kaur and Balwinder Kaur attended meetings held with Prof. Olga Kim, Vice-Rector for politics and Youth education, Prof. Anna O Budarina, Head of the Institute for the Humanities and Education and Daria Gerber, Director of the International Office. The meeting was devoted to matters concerning academic exchange programs, faculty exchange program, organisation of international conference, joint research projects and promotion of publication under the MoU signed between IKBF university and the college. During this meeting the prospects for opening the IKBFU Centre for Russian Pedagogy and Language at the Partap College of Education was also discussed.

At the closing ceremony of the conference, Prof A A Fedorov, Rector, IKBF University made a special note for the Indian contingent taking part in the international congress and appreciated the cause of collaboration between these two institutions. A special lecture was organised on life history of Immanuel Kant as it was his birth anniversary and special tribute was also paid by the faculty and delegates to Prof. Kant by offering prayers and placing roses in his memory and contribution. 

This visit has opened a new chapter across the border for professional growth of teacher educators and fellowship with the faculty.

PARTAP IPDA INTERNATIONAL CONFERENCE 2023

 Two days XI annual “Partap International Professional Development Association (IPDA) International Conference 2023” was organised by Partap College of Education, Ludhiana, in collaboration with IPDA UK on the theme “Professional Learning in Multidimensional and Multicultural Educational Context” under the umbrella of New Education Policy, 2020. The focus was to invite deliberations, scholars and delegates from various countries like Russia, Italy, Spain, England and many states of India. Dr Zora Singh, Chancellor, Desh Bhagat University, Gobindgarh was the special invitee as chief guest to preside over the inaugural session of the conference.

Ms. Balwinder Kaur, Assist.  Prof. in the opening dialogue introduced IPDA, UK and other international linkages of the college. Prof. Radif R. Zamaletdinov, director, Institute of Philology and Intercultural Communication, Kazan Federal University, Kazan, Russia presented welcome address and acknowledged the significance of such international events in promoting professional development and developing internationalised insight.

Dr Manpreet Kaur, Principal, PCE gracefully extended a warm welcome to the delegates, guests and all the attendees. Prof. Balwant Singh, Chair, IPDA India acquainted the audience with theme of the conference and cautioned the teachers the need for self- monitored professional learning in this new setup to compete and survive their careers.

Prof. Roza Valeeva, HeadInstitute of Psychology and Education, KFU, Russia in her keynote address expressed that present new realities indicate the emergence of new areas of pedagogics, such as STEM education, robotic engineering, migration education, neuro-pedagogics and the development of human capital for the future economy. Dr Zora Singh,Chancellor, DBU, in his presidential remarks appreciated the teacher education strategy followed in Russia.

At this grand occasion, a new venture of the institution was signing MoU between Partap College of Education, Ludhiana and Immanuel Kant Baltic Federal University, Kaliningrad, Russia and Desh Bhagat University, Gobindgarh, India. The agreements were declared in the presence of eminent scholars attending this event. Fifth edition of book “Professionalism in Education” was also released by the chief guest and eminent international scholars.

Prof. Anna O. Budarina from Immanuel Kant Baltic Federal University, Kaliningrad, Russia in her keynote address emphasised that an implementation model of anthropological approach in interactive intellectual environment has to be designed. Dr L S Bedi, Dean Academics, DBU, Gobindgarh in his presidential remarks focused on imbibing multidisciplinary approach in education system.

International scholars from Russia, Spain, Italy and various states of India presented their research reports in the form of posters and oral presentations related to the sub-themes of the conference in separate groups both in offline and online mode. All the thought-provoking presentations prompted healthy interesting discussion on the themes of the conference. A blend of various cultures was presented in the evening by college students.  Folk dances from Russia and Punjabi folk songs played by Master Gurcharan Singh on the ancient folk instruments were the centre of attraction and it mesmerised the audience with its spell bound pleasure. 

Second day of the Conference started with great warmth and fervour. Ms. Alka Joshi, Asst. Prof. of the college welcomed all the guests and dignitaries. Dr. Laura Sara Agrati, Associate Professor, University of Bergamo, Italy presented keynote on hyper-complex class room scenario and the skills required for teachers to manage. While presenting presidential remarks Prof. Balwant Singh, Director, PCE highlighted the importance of preparing the teachers for the super diversity class room and also appreciated Italian education system to imbibe this practicum.

Prof. Juanjo Mena, Associate Prof., Head of the department of Education, University of Salamanca (USAL, Spain) enlightened the audience through his keynote address on the use of immersive learning in teacher education. He described how to use the immersive pedagogical practices especially in a remote classroom. Dr. Manpreet Kaur, Principal of the college presented her presidential remarks and appreciated the description of five digital tools elaborated by Prof. Juanjo.

While presenting reflections on the conference, Prof. Roza A. Valeev, KFU and Prof. Anna, IKBF University, Kaliningrad, Russia appreciated the sense of hospitality of the organizers. They appreciated the efforts of the poster presenters and advised them to work on the practicum. also appreciated the endeavour of the organizers. Prof. Balwant Singh motivated all the teacher educators to work collaboratively and focus on their research work to bring forth a competent teacher’s community.

The meeting was organised as sequential part of international webinar held on 27-10-2022 on the theme “” Cultural Corner. The tale of two Civilisation: India- Russia” during which the students of both institutes presented their reports on different aspects of their respective cultures. The follow up meeting held on 9 November was a continuation of the discussion and deliberations on the topic and it precisely focused to provide a platform and opportunities for the students and faculty to get acquainted with the cultural aspects of Russian and Indian societies. The agenda points of the meeting were-Why should we know and preserve our traditions, preserve our language, culture and history? Why should we teachers teach patriotism? What does it mean to be a patriot?

Ms Balwinder Kaur, Asst. Prof. of Partap College welcomed all the attendees. In the opening session of the meeting, students from India and Russia presented two short videos prepared by them on the topic proposed for discussion followed by a healthy interactive session.  Prof. Balwant Singh, Director, Partap College of Education, while presenting his views on the agenda points of the meeting asserted that culture of any country is its reflection, it plays a major role in the lives of everyone in the society and it gives a sense of belonging.

Prof. Tatiana Pimenova from KFU, Russia also expressed her opinion on role of educators for developing the feeling of patriotism among young generation. She proclaimed that the basic form of patriotism is to love own country and by making it part of curricular activities students would be able to slowly develop the sense of pride for own country which leads to patriotism.

All the participants made their presence felt by their active contribution in the discussion by asking and answering the questions. The meeting was closed with informative and valuable remarks presented by Dr Manpreet Kaur, Principal, Partap College of Education, India. She motivated the faculty and students of both institutes to organise and participate in such international academic events as they not only strengthen the intercultural relationship but also proves useful for improving the presentation and communication skills.

India and Russia: A Tale of Two Civilizations” and focus of the webinar was to develop cognizance and appreciation towards cultures and educational systems prevailing in both the countries.

The program commenced with inaugural dialogue presented by Iskander Yarmakeev, Deputy Director, Institute of Philology and Intercultural Communication, K.F.U., Kazan, Russia. He emphasised on importance of organising such events which not only inculcate cultural values among participants but also develop understanding of both countries’ culture. He also mentioned that these cultural exchange programs depict the ethos and the real essence of Memorandum of Understanding (MoU) signed between Partap College and KFU. Prof. Alsu Ashrapova, Head of Department of Language and Intercultural communication of Institute of Philology and Intercultural Communication of Kazan Federal University extended greetings and welcomed all the attendees. Prof. Tatiana S. Pimenova and Prof.  Albina R. Abdrafikova from KFU. and Ms. Balwinder Kaur, Asst. Prof., Partap College acted as moderators. While representing India, college students presented Cultural heritage of different Indian states. Two college students also presented folk song, folk dance and symphony of folk instruments of Punjab.  Russian students also displayed beautiful cultural forms of their country. The proceedings of the event helped the participants in discovering the similarities that exist between two civilizations andprovided interactivity.

During the concluding session, students from both countries interacted with each other and asked riveting questions regarding cultures. Prof. Balwant Singh in his speech highlighted the pertinent features of both countries’ cultures. While presenting presidential remarks, he congratulated the organisers for picking up the most important theme for the deliberations and presenters from both the countries for dispensing fascinating cultural reflections. The webinar ended with vote of thanks presented by Prof. Tatiana S. Pimenova.

Partap IPDA International Conference on the theme “Professionalism for Education Beyond the Crisis” was organised by Partap College of Education, Ludhiana in collaboration with Kazan Federal University, Kazan, Russia under the patronage of International Professional Development Association, UK on 8th April, 2022. Prof. B.K. Punia, former Vice Chancellor, M.D. University, Rohtak was the chief guest of the conference. Prof. Vandana Punia, Dean, Faculty of Education, Guru Jambheshwar University of Science and Technology, Hisar, Dr Ramesh Sandhu, Vice Cahir of IPDA, India from C. R. College of Education, Hisar, Dr Rakesh Sandhu, Principal, Dr G.D. DAV College of Education for Women, Karnal, Dr Chaman Lal Banga and Dr Rajesh Kumar Sharma from H.P. University, Shimla, and Prof. Ramesh Inder Kaur Bal, Director, Partap Public School graced the occasion with their presence. After long effects of COVID -19 pandemic, the conference was organised in blended mode (offline and online). All the international scholars participated online because of the restrictions in travelling and over 200 university professors, teachers and research scholars from India, Spain and Russia participated in the conferences.

Ms. Balwinder Kaur, Assist.  Prof. in the opening dialogue introduced IPDA, UK and MoU signed between Partap College of Education and Institute of Philology and Intercultural Communication, KFU, Russia. Dr Manpreet Kaur, Principal, Partap College of Education welcomed the delegates, guests, students and all the attendees to the conference and emphasised on the need for education to emerge as a powerful force to face crises such as COVID.

Prof Balwant Singh, Chair, IPDA India acquainted the audience with the theme and subthemes of the conference and stressed on the role of teachers in bringing long lasting change. While depicting the theme of the conference, he pointed out that teachers being the path makers need to recognize their professional responsibility, develop professional ethics through self-determination and self-propelling efforts for academic excellence and to meet the crises.

Prof. Elzara Gafiyatova, Vice Chair, Institute of Philology and Intercultural Communication, Kazan Federal University, Russia presented welcome address and expressed her felicity for collaboration with Partap College and mentioned that such joint ventures are very useful for both the institutions. She also appreciated the efforts of jointly organising such international events on contemporary sensitive issues and strengthening the professional relationships with international organizations.

Prof. B.K. Punia, former Vice Chancellor, M.D. University, Rohtak presented the first keynote address and talked about teacher professionalism. He expressed that professional ethics ensure better teaching as well as learning environments and improve the quality of learning, so teachers should emerge as highly competent, culturally balanced, secular and research-oriented individuals. His keynote speech was followed by the presidential remarks of Prof. Balwant Singh.

Poster Exhibition has always been the centre of attraction of Partap IPDA International Conference in which research work is presented in attractive and colourful manner. All the delegates enjoyed the poster exhibition being held oriented on the sub-themes of the conference. After poster presentation, eminent scholars from various country presented their research reports on various sub-themes- in parallel technical sessions organised in separate groups respectively both in offline and online mode.

International scholars from Russia, Spain and some of the participants from various states of India presented their research reports online. From Institute of Philology and Intercultural Communication, Kazan Federal University, Kazan, Russia, Prof. Tatiana S. Pimenova coordinated and Prof. Iskander E. Yarmakeev, Vice Director, presided over the online technical session. Prof. Svetlana V. Karkina, propounded research report on “Emergency Remote Teaching Based on Signature Pedagogy: Digitalization in Music Teacher Professional Training”, in her presentation she put forward a design of a small private online course based on signature pedagogy.  Prof. Iskander E. Yarmakeev, Prof. Tatiana S. Pimenova, Prof. Albina R. Abdrafikova, presented paper entitled “Social Networks Inbuilt in Training Pre-service EFL Teachers; Perspectives and Concerns”, and assessed the impact of social platform for education purpose. Research scholars, K.V. Klyuchnikova and F.A. Khabibullina, from KFU also presented informative and thought-provoking research reports. All the presentations were interesting and triggered discussion on a wide range of issues related to the theme of the Conference. Prof. Tatiana compiled the findings of various Research presentations and appreciated the delegates for their excellent work. Prof. Iskander E. Yarmakeev concluded the session by his presidential remarks.

Second distinguished keynote speaker Prof. Juanjo Mena, Head of Education Department, University of Salamanca, Spain in his presentation discussed the “Innovative trends in Teacher Education”. He enunciated that gamification has the heyday due to the rise of new technologies and games which are driven by educational goals, not entertainment have been “re-emerged” as innovative teaching-learning strategies that are effective in improving learning outcomes. His speech was followed by presidential remarks by Dr Manpreet Kaur.

Following the key note addresses, to answer the queries of attendees and for interaction, Open House Discussion was held. Prof. B.K. Punia, Dr. Ramesh Sandhu and Prof. Vandana Punia were the chairperson, co-chair and coordinator respectively, whereas Prof. Balwant Singh, Dr. Manpreet Kaur, Dr Rakesh Sandhu, Dr Rajesh Kumar were the panellists for the open house discussion. This healthy interactive session was all the more important and interesting as scholars participating offline or online got opportunity to interact, express and panellists reciprocated the queries of participants.

Prof. Iskander E. Yarmakeev, Vice Director, Institute of Philology and Intercultural Communication presented concluding remarks on the conference. He congratulated that all the topics of the conference covered important scientific problems and participation of academicians from different disciplines makes learning more enriching. He also congratulated the organizers of the international conference and expressed hope for many forthcoming new projects under the collaboration of these two institutes of India and Russia.

To make the conference ambience more cheerful and to promote intercultural communication, students from state of Haryana (India) presented cultural performances. Reflections and resolutions on the conference were presented by Prof. Balwant Singh in the closing ceremony of the conference and asserted that teachers are the main contrivance who can combat any kind of crises with professional expertise, ethics and competence. To honour and acknowledge the presence, mementos were presented to all the guests and prominent speakers.  At the end, Ms. Balwinder Kaur thanked all the guests, speakers and participants for their valuable inputs to the conference.

Partap College of Education, Ludhiana organised an international webinar in collaboration with Kazan Federal University, Kazan, Russia on 15-12-2021 under worthy guidance and expert supervision of Prof. Balwant Singh, Director and Dr. Manpreet Kaur, Principal, Partap College. The main theme for the webinar was “A Model of an Exemplary Teacher for the VUCA World (the World of Volatility, Uncertainty, Complexity and Ambiguity)”. The focus of the webinar was to develop internationalised perspectives and strengthen the understanding of educational systems prevalent at two countries through interaction of prospective teachers. 

The webinar commenced with inaugural dialogue presented by Iskander Yarmakeev, Deputy Director, Institute of Philology and Intercultural Communication, K.F.U., Kazan, Russia. Prof. Tatiana S. Pimenova and Prof.  Albina R. Abdrafikova from K.F.U. and Ms. Balwinder Kaur, Asst. Prof., Partap College acted as moderators. M.Ed. students, Jasleen Kaur and Sonia Pruthi from Partap College and Robbie, Julia and Alsu Nasyrova from K.F.U. presented their views on the given theme. After the presentations, the students and teachers participated in debate on the theme and touched upon the topics like- What makes the teacher “Teacher”? How does the exemplary teacher differ from anyone else? How to become an exemplary teacher for the world of Volatility, Uncertainty, Complexity and Ambiguity? Who decides that the teacher is exemplary? and portrait of a teacher for school 4.0.

Prof. Balwant Singh presented the presidential remarks and congratulated all the presenters and appreciated the efforts of the organisers. He asserted that teachers act as mentors and facilitate the learning of students so, it is the responsibility of the teacher training institutes to prepare future teachers for school 4.0 (futuristic schools) by bringing the technology embedded curriculum in practice. He also proposed to organise such intellectual interactive sessions quite frequently. Dr. Manpreet Kaur asserted that live webinars provide interactivity or the ability to discuss, send and receive information on the relevant topic in real-time for both presenters and attendees. Such events are conducive to develop the global outlook among students and provide a platform to improve their skills. The webinar was concluded with vote of thanks proposed by Prof. Tatiana.
